Greek Orzo Stuffed Red Peppers With Lemony Basil Tomatoes

3 red bell peppers, halved
3 cloves garlic, minced or grated
1 tablespoon extra virgin olive oil
3 sprigs fresh oregano
kosher salt and pepper
